Try Googling for you language with the 2010 addition.
Maybe most of you are using 2013, but for the people using 2010 and also being redirected to the 2013 page. I downloaded it, installed it and voilá it showed "Installed" After searching the web for specific 2010 installation instructions, I found a page (in Dutch) with a direct link to the dutch 2010 proofing pack. Because the link brings you to the Office 2013 downloader. If you are prompted to sign in with Microsoft to use the app across devices, you can sign in or click No.

I'm using Office 2010 and when going to File -> Options -> Language, I saw the text "Not installed" behind my preferred language (Dutch) where the text was linkable. Microsoft Office 2010 Language pack Hebrew.
Untill I started reading the webpage my Office app was directing me to. You will be asked to restart the Office program, and doing so will change your Office 2010 display language. I had the same problem, and even after installing for the tenth time, I couldn't get it to work.
